1. Executive Summary

The global economy runs on projects—a staggering $48 trillion in value is executed annually across every industry. Yet, this critical engine of human progress is fundamentally broken. According to market analysis, approximately $5 trillion is wasted due to poor project performance, amounting to trillions in lost value, squandered resources, and delayed innovation every year. The root cause is not a failure of logistics, but a failure to understand the most complex variable: human decision-making.

The Project Science Institute is being established to solve this. Our primary mission is to build Project Alpha, a planetary-scale AI engine designed to forge the science of project execution. However, in solving this, we will achieve something far greater: the creation of a foundational, causal model of human endeavor. This engine will serve as a Rosetta Stone for human collaboration, unlocking secondary applications across AI alignment, economics, national security, and corporate strategy.

This is a deep research initiative to build a first-of-its-kind neuro-symbolic AI engine that combines deep learning with causal reasoning. We propose a foundational partnership to tackle a series of engineering grand challenges that require a fully-contingent budget of approximately $136 million over four years. By leveraging the full power of the AWS ecosystem, we will not only solve the $48 trillion project problem but also create a core scientific asset that will "feed all AI models," making them safer, more capable, and more aligned with human values. This is a challenge on the scale of AlphaFold, applied to the social and economic sciences, and it requires a partner ready to build the future of cognitive infrastructure.

2. The Primary Mission: Unlocking the $48 Trillion Project Economy

The initial application and commercial engine for Project Alpha is the project economy.

The Multi-Trillion Dollar Problem:

Even a 1% improvement in project efficiency driven by our models would create $480 billion in annual economic value.

Commercialization & Ecosystem (The Project Science Institute)

The research engine will directly power a suite of foundational technologies and establish a new global standard, creating a self-sustaining financial model with a multi-billion dollar valuation potential.

Core Offering Purpose & Application Monetization Strategy
PSI Predictive Engine The core predictive technology, powered by our NeuralPlan IP, that makes project forecasts more accurate and delivery more efficient. This engine is designed to be licensed and integrated to power next-generation SaaS, conversational AI, and other intelligent applications. API Licensing, Revenue Sharing
The Cognitive OS A backend decision-making AI platform. It acts as a conversational AI game-changer, designed to be the operating system for complex project and strategic decision-making in any enterprise environment. Enterprise Licensing, Platform as a Service (PaaS)
The Global Standard The Project Science Institute will establish the global standard for project management education, certification, and evidence-based best practices, influencing government, corporate, and software sectors worldwide. Certification Fees, Educational Partnerships, Consulting

High-Level Valuation Potential

This ecosystem creates multiple, compounding revenue streams that justify a significant valuation.

Revenue Stream Description Potential Annual Revenue Est. 10-Year Value
Platform & API Licensing Licensing for the PSI Predictive Engine and Cognitive OS to software vendors and large enterprises. $300M – $700M $3B – $7B
Enterprise & Government Solutions Bespoke deployments and strategic decision-support tools for major corporations and public sector bodies. $100M – $300M $1B – $3B
National Security & Defense High-value decision modeling to reduce epistemic uncertainty for strategic planning and deterrence. $200M – $500M $2B – $5B
Standards & Education Revenue from global certifications, educational partnerships, and high-level consulting. $50M – $100M $500M – $1B
TOTAL $6.5B – $16B+

3. Secondary Impact: Forging a Foundational Science of Human Endeavor

The true, long-term impact of Project Alpha extends far beyond project management. By successfully modeling decision-making within projects, we create a "Digital Twin of Human Endeavor"—a foundational, causal model of how humanity collaborates and achieves goals. This unlocks revolutionary secondary applications across multiple domains.

4. The Partnership: A Synergistic Trio

Success requires a seamless fusion of domain expertise, academic rigor, and technological power.

5. High-Level Technical Architecture

Project Alpha will be a cloud-native initiative, leveraging the breadth of the AWS ecosystem. The architecture is designed to create a continuous "flywheel" of data ingestion, analysis, and discovery.

6. Technical Roadmap & Engineering Grand Challenges

This project presents a series of engineering challenges that push the boundaries of current AI and cloud computing. It requires a deep technical partnership to architect a solution for problems that have never been solved at this scale.

Layer 2: The Cognitive Core — A Neuro-Symbolic AI Engine ⚙️

Layer 3: The Validation Engine — Planetary-Scale Simulation 🌍

7. The "Ask" & Strategic Rationale for AWS

To launch this initiative, we seek a foundational partnership. We are not just asking for resources; we are inviting AWS to co-found a new category of AI and own the cognitive infrastructure of the future. The total 4-year budget request is approximately $136 million, a figure that reflects the ambitious scope and the detailed risk-mitigation planning necessary for success. This includes direct costs for personnel and computation, as well as a robust contingency reserve.

Why AWS is the essential partner: You powered AlphaFold's disruption of biology. Now you can power the disruption of decision science. This project requires the scale and sophistication that only the full AWS suite can provide to create not just a business solution, but a foundational scientific asset for humanity.

Appendix B: Risk Management & Contingency Budget

A project of this novelty requires a sophisticated financial plan that anticipates and budgets for risk. We employ a two-pronged strategy.

1. Identified Risk Allowances

These are direct costs added to the operational budget to fund specific, planned mitigation activities.

Risk Category Mitigation Line Item Annual Budget
🔬 Technical Data Simulation R&D 12 FTE-months
💾 Data External Security & Compliance Audits $200,000
🤝 Personnel Talent Retention & Pipeline Fund $500,000
📈 Commercial Commercialization MVP Pod 24 FTE-months
🤝 Partnership Stakeholder Engagement & Travel $150,000

2. Management Reserve (Contingency Fund)

This is a pool of funds held in reserve for unforeseen events or major strategic pivots. For a project rated between medium and high risk, we are budgeting a Management Reserve of 25% of total direct costs. This is a credible and responsible figure that provides the flexibility to navigate the profound scientific and technical uncertainties ahead.

Total Project Budget Summary (4-Year Estimate)

Component Amount Justification
Total Direct Labor Cost ~ $68.1M Fully burdened and incentivized cost for a peak team of 86 experts.
Estimated Non-Labor Direct Costs ~ $40.5M Includes cloud compute, software, a 5% IP royalty, data acquisition, and operational costs.
Subtotal: Total Direct Costs ~ $108.6M The planned operational budget for all project activities.
Management Reserve (25%) ~ $27.2M Contingency fund for managing high-impact, unforeseen risks and opportunities.
GRAND TOTAL BUDGET REQUEST ~ $135.8M The fully-contingent budget required to ensure the success of Project Alpha.
